Note I: Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
Note II: In exceptional cases the Union Public Service Commission may treat a candidate who does not have any of the foregoing qualifications as a qualified candidate provided that he/she has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/her admission to the examination.
Note III: Candidates possessing professional and technical qualifications which are recognised by the Government as equivalent to professional and technical degree would also be eligible for admission to the examination.

CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The Candidates applying for the examination should ensure that they ful fill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission. The Commission takes up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test

UPSC Civil Service Examination CSE 2019 IAS / IPS / IFS Selection Method

The Civil Services Examination will consist of two successive stages (vide Appendix I Section-I)

  • Civil Services (Preliminary) Examination (Objective type) for the selection of candidates for the Main Examination
  • Civil Services (Main) Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above.

Note: Applications are now invited for the Civil Services (Preliminary) Examination only. Candidates who are declared by the Commission to have qualified for admission to the Civil Services (Main) Examination will have to apply online again, in the Detailed Application Form Government strives to have a workforce which reflects gender balance and women candidates are encouraged to apply. which would be made available to them. SYLLABI FOR THE EXAMINATION

Part A—Preliminary Examination
Paper I – (200 marks)

  1. Current events of national and international importance.
  2. History of India and Indian National Movement.
  3. Indian and World Geography-Physical, Social, Economic Geography of India and the World.
  4. Indian Polity and Governance-Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues,
  5. Economic and Social Development-Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
  6. General issues on Environmental ecology, Bio-diversity and ClimateChange – that do not require subject
  7. General Science.

Paper II-(200 marks)

  1. Comprehension
  2. Interpersonal skills including communication skill
  3. Logical reasoning and analytical ability
  4. Decision making and problem solving
  5. General mental ability
  6. Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. — Class X level)

Paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%. The questions will be of multiple choice, objective type. It is mandatory for the candidate to appear in both the Papers of Civil Services (Prelim) Examination for the purpose of evaluation. Therefore a candidate will be disqualified in case he/she does not appear in both the papers of Civil Services (Prelim) Examination.

PERSONALITY TEST: 275 MARKS

Total – (B) Main Examination – 1750 Marks + (C) Personality Test – 275 Marks = 2025 Marks.
NOTE: The objective of the interview is to test the overall orientation of the candidate towards Administrative services.

The question papers for the examination will be of conventional (essay) type.
Each paper will be of three hours duration
The Preliminary Examination will consist of two papers of Objective type (multiple choice questions) and carry a maximum of 400 marks in the subjects set out in sub-section (A) of Section II.
This examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit.
Candidates will have the option to answer all the question papers, except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the languages included in the Eighth Schedule to the Constitution of India or in English. Notwithstanding this, the Candidate will have the choice to write the Optional Papers in English also if candidates opt to write Paper I-V except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the language included in the Eighth Schedule to the Constitution of India.

QUALIFYING PAPERS ON INDIAN LANGUAGES AND ENGLISH

The aim of the paper is to test the candidates’ ability to read and understand serious discursive prose, and to express his ideas clearly and correctly, in English and Indian language concerned.
The pattern of questions would be broadly as follows :
(i) Comprehension of given passages.
(ii) Précis Writing.
(iii) Usage and Vocabulary.
(iv) Short Essays.

Important Instruction for Examination Hall

MOBILE PHONES BANNED:

The use of any mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or blue tooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination is strictly prohibited. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safe-keeping cannot be assured.
Candidates are advised not to bring any valuable/costly items to the Examination Halls, as safe-keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.
